TRAVELER’S GUIDE TO LA CARLOTA CITY 2022

Are you traveling to La Carlota City, Negros Occidental from other provinces?
Are you a Locally-Stranded Individual (LSI), Returning Overseas Filipino (ROF) or Overseas Filipino Worker (OFW)?
If so, let the following steps guide you for a hassle-free trip until your arrival to the city.
𝚂𝚃𝙴𝙿 𝟷. 𝚂𝚃𝙰𝚈𝚂𝙰𝙵𝙴. Download StaySafe at www.staysafe.ph. It can also be downloaded from Google Play, Apple App Store, Huawei App Gallery or your desktop. Register your name and phone number to StaySafe. Upon successful registration, you will be given a unique QR Code. Take a screenshot or photo of this QR Code. You may also print this QR Code and keep it neat and dry.
𝚂𝚃𝙴𝙿 𝟸. 𝚂-𝙿𝙰𝚂𝚂. Create your account at https://s-pass.ph/. Once registered at the system, you can apply for S-PaSS Permit or Travel Coordination Permit (TCP) to Negros Occidental (La Carlota City). Regardless of your vaccination status, the system will require you to upload the following:
a. StaySafe QR Code
b. Negative RT-PCR Result Prior to Travel which shall be valid for 72 hours from the date the specimen was extracted to the date of arrival to Negros Occidental
*LGU-La Carlota will accept an RT-PCR Saliva Test conducted by the Red Cross only. The validity of the saliva test is only up to a maximum of 48 hours from the date the specimen was extracted to the date of arrival to Negros Occidental.
*Children three (3) years old and below are not required to submit RT-PCR Test result prior to travel.
Once your documents are uploaded, your TCP will have a “PENDING” watermark on it. It is advisable to apply for your TCP at least two (2) days before your departure date.
*PLEASE NOTE THAT ALL ARE REQUIRED TO APPLY FOR S-PASS PERMIT/TCP WHEN COMING TO LA CARLOTA CITY.*
𝚂𝚃𝙴𝙿 𝟹. 𝙲𝙾𝙾𝚁𝙳𝙸𝙽𝙰𝚃𝙸𝙾𝙽 𝚆𝙸𝚃𝙷 𝙻𝙶𝚄. Once you have completed Step 2, you are advised to immediately call the City Tourism Office at landline (034)466-7845 or SMART 0961-5312857 for necessary briefing and to expedite the approval of your S-PaSS Permit/TCP. If your trip is not immediate, please call between 8:00AM-5:00PM, Monday to Friday.
𝚂𝚃𝙴𝙿 𝟺. 𝙰𝙿𝙿𝚁𝙾𝚅𝙴𝙳 𝚂-𝙿𝙰𝚂𝚂 𝙿𝙴𝚁𝙼𝙸𝚃. Your approved S-PaSS Permit/TCP will be sent to you a day before your departure date. Your TCP will have an “APPROVED” watermark on it.
𝚂𝚃𝙴𝙿 𝟻. 𝙳𝙴𝙿𝙰𝚁𝚃𝚄𝚁𝙴 𝙵𝚁𝙾𝙼 𝙾𝚁𝙸𝙶𝙸𝙽. On the day of your departure, you are advised to call the La Carlota City (LCC) COVID Team to confirm your arrival or the cancellation of your flight at SMART 0928-2737500 or GLOBE 0916-2647778. To those who will commute inter-regionally by bus, please coordinate with LCC COVID Team so that necessary arrangements can be made at the agreed pick up point.
𝚂𝚃𝙴𝙿 𝟼. 𝙰𝚁𝚁𝙸𝚅𝙰𝙻. Please note that the FREE transport service of the LGU is available only to travelers, including ROFs and OFWs, coming from areas under Alert Level 3 and above outside Negros Occidental. If you are, please text or call the LCC COVID Team that you have arrived in Negros Occidental, upon arrival. The LCC COVID Team will pick you up at your disembarkation point and bring you to the City Quarantine Facility.
𝚂𝚃𝙴𝙿 𝟽. 𝚂𝚆𝙰𝙱 & 𝚀𝚄𝙰𝚁𝙰𝙽𝚃𝙸𝙽𝙴. All travelers, including ROFs and OFWs, from areas under Alert Level 3 and above, outside Negros Occidental is required to undergo a FREE repeat RT-PCR test at the port of disembarkation in Negros Occidental or at the La Carlota City Quarantine Facility where you will await the result of your swab test. Upon receipt of your negative result, you will be allowed to go home immediately. Otherwise, you will be transferred to the City Isolation Facility.

IATF Resolution No. 108, Series of 2021, dated April 3, 2021, approved the request of Region VI to temporarily suspend inbound passenger travel from: 1. National Capital Region 2. Bulacan 3. Cavite 4. Laguna 5. Rizal 6. Cebu City 7. Davao City The moratorium takes effect until April 10, 2021.
